Monsoon
Route the moisture: lift the onshore air past its cloud base where you want rain, and keep it wet where you want it to reach.
A corridor from the sea to an inland basin, a mountain wall between them, and the season's onshore flow. You are the experimenter: each change to the sea's temperature, the wall's height, a gap in it or the heating of the basin floor costs an intervention, and running the season is free. Rain falls where the air is lifted past its cloud base. The mountains decide where that is.

What decides the outcome
The game never restates the science — it imports it. These are the model layers that do the deciding.
The crossing of a range with its water budget — dry ascent to the condensation level, saturated ascent with the rate re-evaluated as the air cools, dry descent — and the rain-out, leeward humidity and föhn warming it returns (orographic: rainShadowCrossing, on atmosphere's orographicCrossing); the dew point, the cloud base and the sea air's mixing ratio through the saturation curve (atmosphere); °C ↔ K (units). The game states no lapse rate, saturation curve or condensation level of its own.
Why it teaches
The author's own delete-the-science argument: remove this game's substrate and there is nothing left to choose.
Every region's rain is the substrate's rain-out of air lifted past its cloud base: the wall lifts the coast's air, the gap lets a share of it through below that base with its water still in it, and the basin's thermals lift whatever arrives. Remove the substrate and the levers move nothing; with it, raising the wall soaks the coast and dries the basin by the same act, and warming the sea — the lever that looks like the answer — adds water without lowering the cloud base, because humidity sets that.
